Why do politicians not have term limits?

Most positions do have limits. The ones that don't are usually City Council members, Congresses, Senates... Basically any position held by someone that in order to limit, would take the vote of all the members. No Congress, or Senate or city council, will ever vote for this. These same bodies have limited Mayors, Governers, and Presidents.
