How to start a summer fling?

I'm 13 and going into 8th grade. this may seem strange, but I really want a summer "fling". Have my first kiss stuff like that :) How could I go about starting this? I don't really want a long lasting relationship. Just meet someone at the beach and text him and stuff like that through the summer. Someone 13-16 years old. What should I say if I meet a cute guy? Wave, Smile, ?? I've never really had a BF before. So I guess you could say I'm new at this :) Dudes: What would attract you to a girl? Girls: What have you done to get a guys attention? I'm not being conceited or anything but I am tall and pretty.
